16. Public Hearing to consider the acceptance of the Annual Progress Report for the 2013-2021 Housing Element of the General Plan for the period of January 1, 2015 through December 31, 2015.

RECOMMENDATION:

Acceptance of the Annual Element Progress Report on implementation of the City of El Centro Housing Element covering the period from January 1, 2015 to December 31, 2015.

17. The project consists of a text amendment to Division 8, Communication Facilities Regulations, Section 29-255 through 29-270 amending regulations for telecommunication facilities within the City of El Centro. Pursuant to Sections 15061, 15301 and 15302 of the California Environmental Quality Act Guidelines, it has been determined that this project is exempt from formal environmental review.

RECOMMENDATION:

Introduction of Ordinance No. 16- , AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL CENTRO REPEALING CHAPTER 29, ARTICLE IV, DIVISION 8, ENTITLED "COMMUNICATION FACILITIES" AND REENACTING CHAPTER 29, ARTICLE IV, DIVISION 8 OF THE CITY CODE FOR COMPLIANCE WITH SECTION 6409(A) OF THE MIDDLE CLASS TAX RELIEF AND JOB CREATION ACT OF 2012 ("SPECTRUM ACT"), waive reading and approve as 1st reading and authorize City Clerk to place on the next agenda for second reading and adoption.

18. Approval of the "Draft" 2016-2017 CDBG Annual Action Plan

RECOMMENDATION:

1) Open the Public Hearing and solicit public input on the 2016-2017 Draft One Year Action Plan prepared for funds under the CDBG Entitlement Program.

2) Adoption of Resolution No. 16- , approving the One-Year Action Plan for the 2016-2017 CDBG Funds from the U.S. Department of Housing and Urban Development.

Adopt Resolution No. 16- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO SUPPORTING SAFE ROUTES TO SCHOOL PROGRAMS

20. An Ordinance of the City Council of the City of El Centro repealing and readopting Section 17-57, Division 1 of Article III OF Chapter 17 of the Code of El Centro relating to speed on certain streets

RECOMMENDATION:

Introduce Ordinance No. 16- , AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL CENTRO REPEALING AND READOPTING SECTION 17-57, DIVISION 1 OF ARTICLE III OF CHAPTER 17 OF THE CODE OF EL CENTRO RELATING TO SPEED ON CERTAIN STREETS, waive reading and approve as first reading and authorize City Clerk to place on the next agenda for second reading and adoption.

21. Discussion and any necessary action regarding the awarding of the Bid for the Library Demolition Project.
