ANTICIPATED LITIGATION
Significant Exposure to Litigation Against the City pursuant to Govt. Code Section 54956.9(d)(2). A point has been reached where, in the opinion of the City Council on the advice of its legal counsel, based on existing facts and circumstances, there is a significant exposure to litigation against the City. There are two (2) potential cases.

In addition, pursuant to Govt. Code Section 54956.9(d)(4), there are three (3) potential cases regarding possible initiation of litigation.
LABOR RELATIONS NEGOTIATIONS
The City Council will recess to closed session pursuant to Government Code §54957.6 to meet with Agency Representatives Marcela Piedra, Leticia Salcido, Finance Director, Jolena Grider and Sunny Huynh with Cole Huber LLP, and Teri Brownlee, Human Resources Director for the purpose of reviewing the City’s position and instructing its representative(s) regarding matters of salaries, salary schedules, compensation paid in the form of fringe benefits, or, as applicable, other matters dealing with mandatory subjects within the scope of representation pursuant to Government Code §3504; negotiating with All Department Heads, All Unrepresented Units, All Bargaining Units.
NOTICE TO THE PUBLIC
This is a public meeting. If there is an item on the agenda on which you wish to be heard, you are asked to complete a blue speaker slip and submit it to the City Clerk prior to the start of the meeting. Persons wishing to address the Council, Successor Agency to the RDA and Successor Housing Agency are not required to identify themselves (Gov’t Code § 54953.3); however, this information assists the Mayor by ensuring that all persons wishing to address the Council are recognized and also assists the City Clerk in preparing the City Council meeting minutes. When the item is announced and your name is called by the Mayor, please step to the podium and state your name for the record. Unless the Mayor extends the time, there is a three (3) minute time limit for each public presentation. If you wish to address the Council, Successor Agency to the RDA and Successor Housing Agency concerning any other matter not appearing on the agenda, you may do so during the public comment portion of the agenda.

3. Presentation by Melissa Lizarraga, regarding Cancer Resource Center of the Desert (CRCD) services they provide to the community.

7. Acceptance of notification that the City of El Centro and El Centro Regional Medical Center Conflict of Interest Codes will need amendments and refer this to the City Attorney to prepare the necessary documents to be brought back to City Council for adoption prior to December 31, 2018.
8. Approve Plans and Specifications for the Active Transportation Program Design Project ATPL-5169(045) and direct staff to proceed with public advertising.
9. Award the bid to El Centro Motors for the purchase of six (6) pickup trucks for the Fire Department.
10. Adopt Resolution No. 18- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO APPROVING A FIRST AMENDMENT TO THE AGREEMENT WITH SECURITAS SECURITY SERVICES USA, INC. FOR ARMED SECURITY SERVICES AT TRANSFER STATION

Approve Ordinance No. 18- , AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL CENTRO AMENDING CHAPTER 13, ART. VII, SECTION 13.115 EXTENDING THE PROHIBITION ON COMMERCIAL CANNABIS ACTIVITIES, waive reading and approve as first reading and authorize City Clerk to place on the next agenda for second reading and adoption.
