ANTICIPATED LITIGATION
Significant Exposure to Litigation Against the City. A point has been reached where, in the opinion of the City Council on the advice of its legal counsel, based on existing facts and circumstances, there is a significant exposure to litigation against the City. There are (2) two potential cases (Government Code Section 54956.9(d)(2): EPA v. City (claim for remediation of Garcia residence); Officer Hurtado incident.

The City Council will recess to closed session pursuant to Government Code Section 54957 to consider the appointment or employment to the position of City Clerk.

2. Acceptance of Mr. Orlando Johnson's resignation from the Library & Community Services Board and Building Board of Appeals effective January 17, 2020 with regrets, and authorize City Clerk to advertise the unscheduled vacancies.
3. Ratify change orders and accept project completion report for the emergency repair of the Villa Main sewer line.
4. Adopt Resolution No. 20 - ,RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH THE HOLT GROUP, INC. FOR CONSTRUCTION MANAGEMENT SERVICES

8. Measure P Project Updates

RECOMMENDATION:
1. Listen to update on Measure P Projects.
2. Approve the request for $450,000 to complete the design of the new Library facility.
9. Report from the Community Enhancement Task Force through its library and police task forces for proposed allocation of Measure P funding for a new City Police Station and City Library
