CITY COUNCIL ADJOURNS INTO CLOSED SESSION Agenda City Council of the City of El Centro April 21, 2020 City of El Centro Page 2 CITY COUNCIL CLOSED SESSION EXISTING LITIGATION Upon advice of its legal counsel, the City Council will recess to closed session pursuant to Government Code §54956.9(d)(1) regarding the following existing case to which the City is a party: Cruz v. City of El Centro, ECU 000996 ANTICIPATED LITIGATION Significant exposure to litigation against the City. A point has been reached where, in the opinion of the City Council on the advice of its legal counsel, based upon existing facts and circumstances, there is a significant exposure to litigation against the City under Govt. Code Section 54956.9(d)(2). There are three potential cases based upon inquiries regarding the Verdugo and Hurtado matters and a letter received from counsel for the owner of the Mayan Hotel. PUBLIC SAFETY Upon advice of its legal counsel, the City Council will recess to closed session pursuant to Government Code Section 54957(a) regarding matters continuing to pose a threat to the security of public buildings and essential public services and the public's right of access to those. PERSONNEL MATTERS The City Council will recess to closed session pursuant to Govt. Code Section 54957 to consider the a) the evaluation of the City Manager; and b) the evaluation of the City Attorney. NOTICE TO THE PUBLIC This is a public meeting. If there is an item on the agenda on which you wish to be heard, you are asked to complete a blue speaker slip and submit it to the City Clerk prior to the start of the meeting. Persons wishing to address the Council are not required to identify themselves (Gov’t Code § 54953.3); however, this information assists the Mayor by ensuring that all persons wishing to address the Council are recognized and also assists the City Clerk in preparing the City Council meeting minutes. When the item is announced and your name is called by the Mayor, please step to the podium and state your name for the record. F031 TO THE ADMINISTERING AGENCY-STATE MASTER AGREEMENT NO. 11-5169F15 FOR FEDERAL AID PROJECTS WITH THE CALIFORNIA DEPARTMENT OF TRANSPORTATION

RECOMMENDATION: Approve Ordinance No. 20- , AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL CENTRO, CALIFORNIA, REPEALING CHAPTER 13, ARTICLE VII (COMMENCING WITH SECTION 13-110 OF THE CITY CODE) AND ADOPTING CHAPTER 13, ARTICLE X RELATED TO REGULATION OF ADULT USE STOREFRONT ONLY COMMERCIAL CANNABIS ACTIVITIES, waive reading and approve as first reading and authorize City Clerk to place on next agenda for second reading and adoption.
