EXISTING LITIGATION
Upon advice of its legal counsel, the City Council will recess to closed session
pursuant to Government Code §54956.9(d)(1) regarding the following existing
case to which the City is a party: Stacey Verdugo v. El Centro Police
Department, ECU001380, writ of mandate regarding Public Records Act
request.
ANTICIPATED LITIGATION
Significant exposure to litigation against the City.
A point has been reached where, in the opinion of the City Council on the
advice of its legal counsel, based upon existing facts and circumstances, there
is a significant exposure to litigation against the City under Govt. Code Section
54956.9(d)(2). There are two potential cases based upon claims filed against
the City by potential plaintiffs Leal and Penuelas. A copy of the claims, which
have been denied by the third party, administrator, may be viewed in the
information section of this agenda.
PUBLIC SAFETY
Upon advice of its legal counsel, the City Council will recess to closed session
pursuant to Government Code Section 54957(a) regarding matters posing a
threat to the security of public buildings and essential public services and the
public’s right of access to those.
PERSONNEL MATTERS
The City Council will recess to closed session pursuant to Govt. Code Section
54957 to consider the a) the evaluation of the City Manager; and b) the
evaluation of the City Attorney.
NOTICE TO THE PUBLIC
This is a public meeting. If there is an item on the agenda on which you wish to be
heard, you are asked to complete a blue speaker slip and submit it to the City Clerk
prior to the start of the meeting. Persons wishing to address the Council are not
required to identify themselves (Gov’t Code § 54953.3); however, this information
assists the Mayor by ensuring that all persons wishing to address the Council are
recognized and also assists the City Clerk in preparing the City Council meeting
minutes. When the item is announced and your name is called by the Mayor, please
step to the podium and state your name for the record. Unless the Mayor extends the
time, there is a three (3) minute time limit for each public presentation. If you wish to
address the Council concerning any other matter not appearing on the agenda, you may
do so during the public comment portion of the agenda.

COUNCIL OF THE CITY OF EL CENTRO, CALIFORNIA, REPEALING
CHAPTER 13, ARTICLE VII (COMMENCING WITH SECTION 13-110 OF
THE CITY CODE) AND ADOPTING CHAPTER 13, ARTICLE X RELATED TO
REGULATION OF ADULT USE STOREFRONT ONLY COMMERCIAL
CANNABIS ACTIVITIES, waive reading and adopt by title only.
5. 2nd Reading and Adoption of Ordinance 20-03 - ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF EL CENTRO REPEALING AND READOPTING
IN ITS ENTIRELY CHAPTER 22.1 REGARDING SIGNAGE, waive reading
