Any member of the public wishing to address the City Council on any matter appearing on the closed session may do so at this time. EXISTING LITIGATION INITIATED BY THE CITY
Upon the advice of its legal counsel, the City Council will recess to closed session pursuant to Govt. Code Section 54956.9(d)(1) regarding: (i) City of El Centro v. Was Fun Realty (Mayan Receivership); (ii) Verdugo v. City of El Centro.
POSSIBLE LITIGATION AGAINST THE CITY
A point has been reached where, in the opinion of the City Council upon the advice of its legal counsel, based upon existing facts and circumstances, there is a significant possibility of litigation against the City under Govt. Code Section 54958.9(d)(2) - SEVEN claims: Rosario Gonzales and Imperial Valley LBGT Resource Center (Rosa Diaz - separate claims) - irrigation pipe break in Bucklin Park; Kelada (mother and minor son) - traffic accident; and Valenzuela - pot hole; CalOSHA citations; tax sharing agreement with Imperial County
LABOR NEGOTIATIONS
The City Council will recess to closed session pursuant to Government Code §54957.6 to meet with Agency Representatives Marcela Piedra, City Manager and Dulce Bedolla, Interim HR Manager for the purpose of considering employee compensation in the form of fringe benefits, or, as applicable, other matters dealing with mandatory subjects within the scope of representation pursuant to Government Code §3504; negotiating with all bargaining units within the City.

13. Discussion and any necessary action regarding the approval of a fourth amendment to the Securitas Security Services Agreement

14. Discussion and any necessary action regarding the conceptual design update for the proposed new Police Station

15. Discussion and any necessary action regarding the approval of the Local Transportation Five Year Expenditure Plan FY22 to FY26

RECOMMENDATION:
Approve local transportation FY22-26 five-year expenditure plan as presented.

16. Amendment No. 1 to the Agreement with Imperial County Work Training Center, Inc. for Routine Cleaning and Maintenance to Add Services at the Bus Transfer Terminal

RECOMMENDATION:
Adopt Resolution No. 21- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO APPROVING AMENDMENT NO. 1 TO THE AGREEMENT WITH IMPERIAL COUNTY WORK TRAINING CENTER, INC FOR ROUTINE CLEANING AND MAINTENANCE TO ADD SUCH SERVICES AT THE BUS TERMINAL.
17. Discussion and any necessary action regarding the appointment of a voting delegate and alternate(s) for the League of California Cities Annual Conference and Expo - September 22-24, 2021 in Sacramento, CA.
