CITY COUNCIL CLOSED SESSION LABOR NEGOTIATIONS
The City Council will recess to closed session pursuant to Government Code 54957.6 to meet with Agency Representatives Marcela Piedra, City Manager, Dulce Bedolla, Human Resources Director and Patrick Clark, consulting negotiator, for the purpose of considering employee compensation in the form of fringe benefits, or, as applicable, other matters dealing with mandatory subjects within the scope of representation pursuant to Government Code 3504; negotiating with all bargaining units within the City.
EXISTING LITIGATION Upon advice of its legal counsel, the City Council will recess to closed session pursuant to Government Code §54956.9(d)(1) regarding the following litigation against the City - Aaron Reel v. City of El Centro 22 CV526 W KSC; John Seaman v. City of El Centro ECU002365. P
OSSIBLE LITIGATION AGAINST THE CITY A point has been reached where, in the opinion of the City Council upon the advice of its legal counsel, and based upon existing facts and circumstances, there is a significant possibility of initiation of litigation against the City under Govt. Code Section 54956.9(d)(2) based upon two claims: 1) Fernando Valenzuela - pothole 2) Blanca Garnica - PD damage to door residence in responding to a call from her

ANTICIPATED LITIGATION Significant Exposure to Litigation Against the City pursuant to Govt. Code Section 54956.9(d)(2). A point has been reached where, in the opinion of the City Council on the advice of its legal counsel, based on existing facts and circumstances, there is significant exposure to litigation against the City. There is one (1) potential case.

NOTICE TO THE PUBLIC This is a public meeting. 5. Adopt Resolution No. 22- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO, CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF IMPERIAL TO CONSOLIDATE A GENERAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 8, 2022, WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON THE DATE PURSUANT TO ELECTIONS CODE §10403

 6. Adopt Resolution No. 22 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO APPROVING THE PARTNERSHIP SITE AND TRAINING AGREEMENT WITH IMPERIAL VALLEY COLLEGE - CAREER SERVICES CENTER

7. Authorize the filing of the fiscal year 2021-2022 claims with Imperial County Transportation Commission (ICTC) for Public Transportation pursuant to: 1. Article 8(e) of the Public Utilities code for bus benches/shelter in the amount of $18,620, 7TH/State Street bus terminal in the amount of $45,000, and for the regional maintenance and upkeep for benches/shelter in the amount of $25,000 for a grand total of $88,620. 2. Article 3 of the Public Utilities code for bicycle and pedestrian facilities in the amount of $37,061.

8. Adopt Resolution No. 22- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2022-2023 TO BE FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT

15. Rural Recreation and Tourism - Bucklin Park Amphitheater Project PRESENTATION: Adriana Nava, Community Services Director RECOMMENDATION: 1. Rescind Resolution No. 21-85- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO APPROVING THE APPLICATION FOR RURAL RECREATION AND TOURISM PROGRAM GRANT FUNDS AND 2. Adopt Resolution No. 22- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO APPROVING THE APPLICATION FOR RURAL RECREATION AND TOURISM GRANT FUNDS 3. Consideration of approval of $1,650,000 in Measure P Grant Funds for the purpose of the Bucklin Park Amphitheatre Project
