NOTICE TO THE PUBLIC This is a public meeting. If there is an item on the agenda on which you wish to be heard, you are asked to complete a blue speaker slip and submit it to the City Clerk prior to the start of the meeting. Persons wishing to address the Council are not required to identify themselves (Gov’t Code § 54953.3); however, this information assists the Mayor by ensuring that all persons wishing to address the Council are recognized and also assists the City Clerk in preparing the City Council meeting minutes. When the item is announced and your name is called by the Mayor, please step to the podium and state your name for the record. Unless the Mayor extends the time, there is a three (3) minute time limit for each public presentation. If you wish to address the Council concerning any other matter not appearing on the agenda, you may do so during the public comment portion of the agenda. However, you may not show a visual presentation without review of that material. 1. Adopt Resolution No. 23- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO AUTHORIZING THE EMERGENCY REPAIRS OF A SEWER MAINTENANCE HOLE AT THE INTERSECTION OF VILLA AVENUE AND IMPERIAL AVENUE.

2. Adopt Resolution No. 23- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO TERMINATING RESOLUTION NO. 23-55 REGARDING EMERGENCY REPAIRS FOR A SEWER MAINTENANCE HOLE AT THE INTERSECTION OF ADAMS AVENUE AND IMPERIAL AVENUE

3. Adopt Resolution No. 23- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO ESTABLISHING THE APPROPRIATIONS LIMIT FOR THE 2023-2024 FISCAL YEAR IN ACCORDANCE WITH ARTICLE XIII B OF THE CONSTITUTION OF THE STATE OF CALIFORNIA. 4:50-5:30 PM CONTINUED PUBLIC HEARINGS:

4. Discussion and any necessary action regarding setting findings for required amendments to the 2022 California Building Code to local climatic, geographic, or topographic conditions. PRESENTATION: Frank Soto, Assistant Director of Community Development/Building Official RECOMMENDATION: Adopt Resolution 23- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO, CALIFORNIA SETTING FORTH FINDINGS FOR REQUIRED AMENDMENTS TO THE 2022 CALIFORNIA BUILDING CODE, THE CALIFORNIA RESIDENTIAL CODE, THE CALIFORNIA ELECTRICAL CODE, THE CALIFORNIA GREEN BUILDING STANDARDS, AND THE UNIFORM ADMINISTRATIVE CODE, RELATIVE TO LOCAL CLIMATIC, GEOGRAPHIC, OR TOPOGRAPHIC CONDITIONS

Public hearing for the purposes of adoption of the 2022 California Building Code PRESENTATION: Frank Soto, Assistant Director of Community Development/Building Official RECOMMENDATION: Introduce Ordinance No. 23- , AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL CENTRO REPEALING CHAPTER 7, ARTICLES I THROUGH XVIII OF THE CITY CODE IN THEIR ENTIRETY AND READOPTING CHAPTER 7, ARTICLES I THROUGH XVIII BY REFERENCE TO THE UPDATED OF MOST RECENT CALIFORNIA ADMINISTRATIVE CODE, BUILDING CODE, RESIDENTIAL CODE, ELECTRICAL CODE, MECHANICAL CODE, PLUMBING CODE, ENERGY CODE, HISTORICAL BUILDING CODE, EXISTING BUILDING CODE, GREEN BUILDING CODE, UNIFORM ADMINISTRATIVE CODE, UNIFORM HOUSING CODE, AND INTERNATIONAL PROPERTY MAINTENANCE CODE, PROVIDING FOR PAYMENT OF FEES AND CERTAIN MOBILE HOME REQUIREMENTS AS WELL AS SEISMIC STRENGTHENING FOR UNREINFORCED MASONRY WALLS, waive reading and approve as first reading and authorize City Clerk to place on the next agenda for second reading and adoption

Public Hearing for the Purpose of Adoption of the 2022 California Fire Code PRESENTATION: Frank Soto, Assistant Director of Community Development/Building Official RECOMMENDATION: Introduce Ordinance No. 23 , AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL CENTRO REPEALING IN ITS ENTIRETY AND READOPTING CHAPTER 10, ARTICLE III, SECTIONS 10-41 AND REPEALING SECTION 10-48 TO ADOPT THE 2022 CALIFORNIA FIRE CODE WITH AMENDMENTS AND AMENDING ARTICLE IV, SECTION 10-6 PROVIDING FOR ELECTRONIC FILING AND NOTIFICATIONS FOR SELF-INSPECTIONS, waive reading and approve as first reading and authorize City Clerk to place on the next agenda for second reading and adoption. 5:30-6:30 PM NEW BUSINESS

8. Annual Fiscal Year 2024 Budget PRESENTATION: Karla Chaparro - Director of Finance RECOMMENDATION: Adopt Resolution No. 23- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO, CALIFORNIA ADOPTING THE ANNUAL BUDGET FOR FISCAL YEAR 2023-2024

Discussion and any necessary action regarding the award of the Extension of Imperial Avenue from Interstate 8 to Wake Avenue and Wake Avenue East of Imperial Avenue - Phase I - STPL-5169 (049) PRESENTATION: Abraham Campos, Public Works Director / City Engineer RECOMMENDATION: Adopt RESOLUTION NO. 23- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO AWARDING THE BID AND AUTHORIZING THE EXECUTION OF A CONTRACT FOR THE EXTENSION OF IMPERIAL AVENUE FROM INTERSTATE 8 TO WAKE AVENUE AND WAKE AVENUE EAST OF IMPERIAL AVENUE - PHASE I - STPL-5169(049)
