CITY COUNCIL ADJOURNS INTO CLOSED SESSION CITY COUNCIL CLOSED SESSION CONFERENCE WITH LABOR NEGOTIATORS City representatives: City Manager, Human Resources Director and Patrick Clark, Consultant will meet with the City Council to receive instructions regarding negotiating regarding salaries, salary schedules or compensation paid in the form of fringe benefits for the Employee Organization: Certified Water Treatment Plant Operators, Certified Water Treatment Operators and Certified Water Distribution Operators/Sewer Unit. ANTICIPATED LITIGATION A point has been reached where, in the opinion of the City Council upon the advice of its legal counsel, and based upon existing facts and circumstances, there is a significant possibility of initiation of litigation by the City pursuant to Govt. Code Section 54956.9(d)(4): one case. NO. 22-06 REGARDING THE CONTINUING USE OF ANNUAL MILITARY EQUIPMENT PURSUANT TO THE POLICY OF THE EL CENTRO POLICE DEPARTMENT, waive reading and adopt by title only. 6:20-6:35 - CONTINUED PUBLIC HEARINGS:

Public hearing to consider the recommendation of the Planning Commission regarding the Vasquez Apartments Negative Declaration No. 22-04 PRESENTATION: Angel Hernandez, Community Development Director RECOMMENDATION: Adopt Resolution No. 23- , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO ADOPTING NEGATIVE DECLARATION 22-04 (SCH# 2023-060637) FOR PROJECT: Change of Zone 22-05, and General Plan A Amendment 22-05, a proposed zone change from R1 (Single-Family Residential) to R3 (Multiple Family Residential), and General Plan Amendment for consistency with the Zoning Map, located at 1274 West Pico Avenue, further identified by APN 044-261-010.

4. Public hearing to consider the recommendation of the Planning Commission regarding Vasquez Apartments Zone Change No. 22-05 PRESENTATION: Angel Hernandez, Community Development Director RECOMMENDATION: Introduce Ordinance No. 23- , AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL CENTRO AMENDING THE ZONING MAP FOR THE CITY OF EL CENTRO PERTAINING TO CHANGE OF ZONE NO. 22-05, waive reading and approve as first reading and authorize City Clerk to place on the next agenda for second reading and adoption.
