RECOMMENDATION:

1. Open Public Hearing for the Substantial Amendment to the City of El Centro Community Development Block Grant 2016-17 One-Year Action Plan.

2. Approve the Substantial Amendment to the 2016-17 One-Year Action Plan.

3. Authorize the City Manager to submit a letter to HUD to request their authorization for the amendment to the 2016-17 One-Year Action Plan.

6:20-7:35 NEW BUSINESS

6. Discussion and any necessary action regarding the quitclaim of certain easements and right of ways from the City of El Centro to the State of California and to the Imperial Irrigation District

PRESENTATION:

RECOMMENDATION:

Authorize the City Manager to execute Quitclaim Deeds to relinquish rights of land from the City to the State for Parcels 35509-1, 35559-1 and Grant Deed Parcel 35578-1 to the State.

7. Discussion and necessary action regarding L&A Shuttle

PRESENTATION:

Abraham Campos, PE - Senior Engineer

RECOMMENDATION:

Staff recommends Option 3 be followed. Staff will return to Council February 2017 with direction on further issuance of City business license and overall update on L&A shuttle operations.

8. Approval of ranking order for the City of El Centro's Aquatic Center Project Construction Management consultants and authorize City staff to begin contract negotiations with top ranking consultants.
