PERSONNEL MATTERS The City Council will recess to closed session pursuant to Government Code Section 54957 to consider the appointment or employment to the position of Police Chief. NOTICE TO THE PUBLIC This is a public meeting. If there is an item on the agenda on which you wish to be heard, you are asked to complete a blue speaker slip and submit it to the City Clerk prior to the start of the meeting. Persons wishing to address the Council, Successor Agency to the RDA and Successor Housing Agency are not required to identify themselves (Gov’t Code § 54953.3); however, this information assists the Mayor by ensuring that all persons wishing to address the Council are recognized and also assists the City Clerk in preparing the City Council meeting minutes. Extension of Ordinance Providing the Deferral of Development Impact Fees PRESENTATION: Norma M. Villicana, Community Development Director RECOMMENDATION: Approval of Ordinance No. 18- , AN UNCODIFIED ORDINANCE OF THE CITY OF EL CENTRO, CALIFORNIA, PROVIDING FOR THE DEFERRAL OF PAYMENT OF CERTAIN DEVELOPMENT IMPACT FEES, waive reading and approve as first reading and authorize City Clerk to place on the next agenda for second reading and adoption. LEGISLATION ACTION 6:40-6:55 SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY 12. Refinancing of the 2007A Tax Allocation Bonds PRESENTATION: Leticia Salcido, Director of Finance RECOMMENDATION: Accept staff’s recommendation approving Resolution SA - , “A RESOLUTION OF THE SUCCESSOR AGENCY TO THE EL CENTRO REDEVELOPMENT AGENCY APPROVING THE ISSUANCE OF TAX ALLOCATION REVENUE REFUNDING BONDS AND APPROVING AN INDENTURE AND A BOND PURCHASE AGREEMENT AND AUTHORIZING CERTAIN ACTIONS RELATING THERETO.” As part of such approval, approve the recommended financing team of NHA Advisors (Municipal Advisor), Norton Rose Fulbright (Bond Counsel and Disclosure Counsel), Stifel Nicolaus (Underwriter) and HdL Coren & Cone (Fiscal Consultant).
