ANTICIPATED LITIGATION
Significant Exposure to Litigation Against the City Pursuant to Government Code Section 54956.9(d)(2) - a point has been reached where, in the opinion of the City Council based upon advice of its legal counsel, based on existing facts and circumstance, there is a significant exposure to litigation against the local City as follows:
a. Boothe claim for damage to her vehicle from hitting a sign not owned by the City

Anticipated Litigation pursuant to Govt. Code Section 54956.9(d)(4) - Initiation of Litigation by the City - non-judicial foreclosure on CDBG loan.
NEGOTIATIONS REGARDING ACQUISITIONS/DISPOSITION OF REAL PROPERTY
The City Council will recess to closed session pursuant to Government Code §54956.8 to give instructions to the City’s negotiator, Marcela Piedra, City Manager and Abraham Campos, City Engineer/Public Works Director, and Norma Villicana, Director of Community Development, regarding negotiations with the Imperial Valley College Foundations, which instructions will concern price, terms of payment or both, including use restrictions, development obligations and other monetary related considerations concerning the purchase, sale, exchange and/or lease of the property known as APN 044-251-015/ 1998 N. 12th Avenue, El Centro.
NOTICE TO THE PUBLIC
This is a public meeting. If there is an item on the agenda on which you wish to be heard, you are asked to complete a blue speaker slip and submit it to the City Clerk prior to the start of the meeting. Adopt Resolution No. 19- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO APPROVING GENERAL PLAN AMENDMENT 18-01 CHANGING THE LAND USE DESIGNATION FROM LOW DENSITY RESIDENTIAL TO PUBLIC USAGE FOR PROPERTY LOCATED AT 1204 POPLAR DRIVE, AND DECLARING SAME TO BE THE FIRST GENERAL PLAN AMENDMENT FOR CALENDAR YEAR 2019
