CITY COUNCIL ADJOURNS INTO CLOSED SESSION CITY COUNCIL CLOSED SESSION PENDING LITIGATION Upon advice of its legal counsel, the City Council will recess to closed session pursuant to Government Code §54956.9(d)(1) regarding the following two existing cases to which the City is a party: Stacey Verdugo v. El Centro Police Department, ECU001380, writ of mandate regarding Public Records Act request; and Michael Loyd v. Imperial County Narcotics Task Force, the City of El Centro, et al Agenda City Council of the City of El Centro June 16, 2020 City of El Centro Page 2 TRADE SECRETS The City Council will recess to closed session pursuant to Govt. Code Section 37606.1 for the purpose of discussion of and/or deliberation on reports involving hospital trade secret(s) as defined in Civil Code Section 3426.1 (d) and which is necessary, and which would, if prematurely disclosed, create a substantial probability of depriving the hospital of a substantial economic benefit. Discussion will concern services, programs or facilities at El Centro Regional Medical Center; the estimated date of public disclosure is December 2020. PUBLIC SAFETY Upon advice of its legal counsel, the City Council will recess to closed session pursuant to Government Code Section 54957(a) regarding matters posing a threat to the security of public buildings and essential public services and the public’s right of access to those. The Council also may consider the ability to discuss certain matters arising from the state of emergency pursuant to Govt. Code Section 54956.9(d)(3). PERSONNEL MATTERS The City Council will recess to closed session pursuant to Govt. Code Section 54957 to consider the a) the evaluation of the City Manager; and b) the evaluation of the City Attorney. NOTICE TO THE PUBLIC This is a public meeting. If there is an item on the agenda on which you wish to be heard, you are asked to complete a blue speaker slip and submit it to the City Clerk prior to the start of the meeting.
