CLOSED SESSION PUBLIC COMMENT:
Any member of the public wishing to address the City Council on any matter appearing on the closed session may do so at this time. Unless the Mayor extends the time limit, remark shall be limited to three (3) minutes. Additional opportunities for Public Comments will be given during and at the end of the meeting.

EXISTING LITIGATION
Upon advice of its legal counsel, the City Council will recess to closed session pursuant to Government Code §54956.9(d)(1) regarding litigation (I) against the City - Verdugo v. City of El Centro et al, EC 20 CV 2458 W and (ii) initiated by the City - Mayan Hotel nuisance abatement.
POSSIBLE LITIGATION AGAINST THE CITY
A point has been reached where, in the opinion of the City Council on the advice of its legal counsel, and based upon existing facts and circumstances, there is a significant possibility of initiation of litigation against the City under Govt. Code Section 54956.9(d)(2) based upon the following claim: (i) Susan Moreno for a trip and fall.
WORKERS' COMPENSATION CLAIMS ANNUAL REPORT
On advice of legal counsel, the City Council will hold a closed session pursuant to Govt. Code Section 54956.95, to allow to discuss of claims regarding workers compensation liability incurred by the City's joint powers insurance authority and or the City.
PUBLIC SAFETY
Upon advice of its legal counsel, the City Council will recess to closed session pursuant to Government Code Section 54957(a) regarding matters posing a threat to the security of public buildings and essential public services and the public’s right of access to those. The Council also may consider the ability to discuss certain matters arising from the state of emergency pursuant to Govt. Code Section 54956.9(d)(3).

This is a public meeting. If there is an item on the agenda on which you wish to be heard, you are asked to complete a blue speaker slip and submit it to the City Clerk prior to the start of the meeting. Persons wishing to address the Council are not required to identify themselves (Gov’t Code § 54953.3); however, this information assists the Mayor by ensuring that all persons wishing to address the Council are recognized and also assists the City Clerk in preparing the City Council meeting minutes. When the item is announced and your name is called by the Mayor, please step to the podium and state your name for the record. Unless the Mayor extends the time, there is a three (3) minute time limit for each public presentation. If you wish to address the Council concerning any other matter not appearing on the agenda, you may do so during the public comment portion of the agenda.

2. Discussion and any necessary action for approval of City Council Minutes of November 17, 2020, November 20, 2020 and December 1, 2020.
3. Adopt Resolution No. 21- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO APPROVING THE SECOND AMENDMENT TO THE AGREEMENT BETWEEN THE CITY AND PSOMAS FOR PROFESSIONAL SERVICES FOR THE SOUTHERN PUMP STATION PROJECT
4. Adopt Resolution No. 21- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO APPROVING A REVOLVING LOAN FUND ADMINISTRATIVE PLAN ADDENDUM PURSUANT TO COVID-19 CARES ACT SUPPLEMENTAL DISASTER RECOVERY AND RESILIENCY AWARD.
5. Adopt Resolution No. 21- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO APPROVING THE APPLICATION FOR STATEWIDE PARK DEVELOPMENT AND COMMUNITY REVITALIZATION PROGRAM GRANT FUNDS
6:20-6:35 PUBLIC HEARING
6. Discussion and necessary action regarding a Substantial Amendment to the 2019-2020 Annual Action Plan and the 2019-2023 Five-Year Consolidated Plan for the allocation of Community Development Block Grant - COVID-19 (CDBG-CV) funds.

RECOMMENDATION:
Approve the Substantial Amendment to the CDBG 2019-2020 Annual Action Plan and 2019-2023 Five-Year Consolidated Plan, which includes the allocation of CDBG-CV funding to various activities.
7. Public Hearing to discuss an amendment to the 2020-2021 Department of Housing and Urban Development (HUD) Annual Action Plan and the 2019-2023 Five-Year Consolidated Plan for the Community Development Block Grant (CDBG) program.

RECOMMENDATION:
Approval of an Amendment to the 2020-2021 Annual Action Plan and 2019-2023 Five-Year Consolidated Plan subject to the 30-day public review period, and authorize the City Manager to submit a letter to HUD to request authorization for the amendments.

8. Discussion and any necessary action regarding new Job Description - School Resource Specialist

RECOMMENDATION:
Approval of job description for the position of School Resource Specialist.
9. Discussion and related action regarding a grant application for the Construction of the Buena Vista Park.

RECOMMENDATION:
Adopt Resolution No. 21- , RESOLUTION OF THE CITY OF EL CENTRO APPROVING THE APPLICATION FOR GRANT FUNDS FOR CALIFORNIA CLIMATE INVESTMENTS URBAN GREENING PROGRAM.”
10. Re-Appointment of Alex Cardenas to the Friends of El Centro Community Services Foundation Board of Directors

RECOMMENDATION:
Re-appoint Friends of El Centro Community Services Board Member Alex Cardenas to an additional two-year term.
