Unless the Mayor extends the time limit, remark shall be limited to three (3) minutes. Additional opportunities for Public Comments will be given during and at the end of the meeting.

A point has been reached where, in the opinion of the City Council on the
advice of its legal counsel, based upon existing facts and circumstances, there
is a significant possibility of initiation of litigation by the City under Govt. Code
Sections 54956.9(d)(4): Nuisance abatement and possible receivership for property located at 759 Main. St., El Centro

PUBLIC SAFETY
Upon advice of its legal counsel, the City Council will recess to closed session
pursuant to Government Code Section 54957(a) regarding matters posing a
threat to the security of public buildings and essential public services and the
public’s right of access to those. The Council also may consider the ability to
discuss certain matters arising from the state of emergency pursuant to Govt.
Code Section 54956.9(d)(3).

NOTICE TO THE PUBLIC
This is a public meeting. If there is an item on the agenda on which you wish to be heard, you are asked to complete a blue speaker slip and submit it to the City Clerk prior to the start of the meeting. Persons wishing to address the Council are not required to identify themselves (Gov’t Code § 54953.3); however, this information assists the Mayor by ensuring that all persons wishing to address the Council are recognized and also assists the City Clerk in preparing the City Council meeting minutes. When the item is announced and your name is called by the Mayor, please step to the podium and state your name for the record. Unless the Mayor extends the time, there is a three (3) minute time limit for each public presentation. If you wish to address the Council concerning any other matter not appearing on the agenda, you may do so during the public comment portion of the agenda.

2. Discussion and any necessary action for approval of City Council Minutes of January 19, 2021 and January 20, 2021.

3. Adopt Resolution No. 21- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO ACCEPTING GRANT FUNDS FROM THE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM FY 2020 FOR THE PURCHASE OF EQUIPMENT BY THE EL CENTRO POLICE DEPARTMENT

4. Adopt Resolution 21- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO APPROVING A CONSULTING AGREEMENT WITH LABOR COMPLIANCE CONSULTANTS OF SOUTHERN CALIFORNIA LLC FOR LABOR COMPLIANCE MONITORING

Adopt Resolution No. 21- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO AUTHORIZING THE EMERGENCY REPAIRS OF A WATER MAIN AT THE EL CENTRO WATER TREATMENT PLANT

7. Discussion and or action regarding the establishment of alternative cost recovery procedures for abatement of public nuisances.

RECOMMENDATION:
Introduce Ordinance No. 21- , AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL CENTRO REVISING CHAPTER 18, ARTICLE IV, DIVISION 3 PROVIDING ALTERNATIVE COST RECOVERY PROCEDURES TO PROVIDE ALTERNATIVES FOR COLLECTION OF COST AND CONFIRM NOTICING PROCEDURES, waive reading and approve as first reading and authorize City Clerk to place on the agenda for second reading and adoption.

8. Discussion and necessary action related to proposals received for Community Development Block Grant (CDBG) Program year 2021-2022

Discussion and necessary action related to proposals received for CDBG Program year 2021-2022.

9. Discussion and any necessary action regarding appointment to Friends of El Centro Community Services Foundation.

RECOMMENDATION:
Mayors Recommendation: Appointment to the Friends of El Centro Community Services Foundation with term ending on June 30, 2022.
