CITY COUNCIL ADJOURNS INTO CLOSED SESSION CITY COUNCIL CLOSED SESSION LABOR NEGOTIATIONS

The City Council will meet in closed session pursuant to Government Code §54957.6 to confer with Agency Representatives Marcela Piedra, City Manager, Dulce Bedolla, Interim Human Resources Director and Patrick Clark, consulting negotiator, for the purpose of considering employee compensation in the form of fringe benefits, or, as applicable, other matters dealing with mandatory subjects within the scope of representation pursuant to Government Code §3504; negotiating with all bargaining units within the City. EXISTING LITIGATION: Annual Litigation Report Upon the advice of its legal counsel, the City Council will hold a closed session pursuant to Govt. Code Section 54956.9(d)(1) to discuss the annual litigation report and update which includes the following cases to which the City is a party: Loyd v. City of El Centro; Verdugo v. City of El Centro; Cruz v. City of El Centro; Hernandez & Okere v. City of El Centro; Retana v. City of El Centro; City of El Centro v. Jack Rafiq; Rosario Beltran v. City of El Centro; Jon Cazares v. City of El Centro POSSIBLE LITIGATION AGAINST THE CITY: Annual Claims Report Upon the advice of legal counsel, the City Council will hold a closed session pursuant to Govt. Code Section 54956.95, to discuss the annual claims report and update. PERSONNEL MATTERS The City Council will meet in closed session pursuant to Govt. Code Section 54957 to consider the evaluation of the City Manager.

4. Essential Air Service air carriers to serve El Centro/Imperial County area PRESENTATION: Marcela Piedra, City Manager RECOMMENDATION: Provide direction and recommendation for support of an Essential Air Service air carrier

5. Approving the Purchase of Type I Fire Pumper w/ ARPA Funds PRESENTATION: Cedric Cesena, Interim Fire Chief RECOMMENDATION: Adopt Resolution No. 21- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO AUTHORIZING THE EL CENTRO FIRE DEPARTMENT TO PURCHASE ONE 2021 PIERCE TYPE-I TRIPLE COMBINATION PUMPER

6. Police Department New Staffing Recommendations PRESENTATION: Dulce Bedolla, Interim Human Resource Director RECOMMENDATION: APPROVE POLICE DEPARTMENT NEW STAFFING RECOMMENDATIONS: two (2) Police Lieutenants and one (1) Secretarial Assistant.

7. Appointments to the Public Safety Task Force PRESENTATION: Mayor Cheryl Viegas-Walker RECOMMENDATION: Discussion and necessary action regarding the appointments to the Public Safety Task Force.

8. Discussion and any necessary action regarding the appointment of voting delegate and alternate for an all virtual National League of Cities (NLC) City Summit Annual Business Meeting. The Annual Business Meeting will be held virtually on November 19, 2021.
