Pursuant to Govt. Code Section 37606.1(b), for the purposes only of discussion
and deliberation on reports involving hospital trade secrets as defined in Civil
Code Section 3426.1(d) which, if prematurely disclosed, would create the
probability of depriving the hospital of a substantial economic benefit. There will
be discussion of three (3) items: hospital service, hospital programs and
hospital facilities.

EXISTING LITIGATION
Upon the advice of its legal counsel, the City Council will recess to closed
session pursuant to Government Code Section 54956.9(d)(1) regarding the
following litigation against the City: John Seaman v. City of El Centro.

NOTICE TO THE PUBLIC
This is a public meeting. If there is an item on the agenda on which you wish to be
heard, you are asked to complete a blue speaker slip and submit it to the City Clerk
prior to the start of the meeting. Persons wishing to address the Council are not
required to identify themselves (Gov’t Code § 54953.3); however, this information
assists the Mayor by ensuring that all persons wishing to address the Council are
recognized and also assists the City Clerk in preparing the City Council meeting
minutes. When the item is announced and your name is called by the Mayor, please
step to the podium and state your name for the record. Unless the Mayor extends the

6. Adopt Resolution No. 22- , RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF EL CENTRO CONFIRMING THE CONTINUATION OF THE
LOCAL STATE OF EMERGENCY AND THE STATE OF EMERGENCY
PROCLAIMED BY GOVERNOR NEWSOM ON MARCH 4, 2020 AND
AUTHORIZING REMOTE TELECONFERENCE MEETINGS OF THE CITY
COUNCIL FOR THE PERIOD SEPTEMBER 10, 2022 THROUGH OCTOBER
20, 2022.

7. Acceptance of notification that the City of El Centro and El Centro Regional
Medical Center Conflict of Interest Codes will need an amendment and refer
this to the City Attorney to prepare the necessary documents to be brought
back to City Council for adoption prior to December 31, 2022.

8. Approve the specifications for the On-Call Signal and Traffic Equipment
Maintenance Services and authorize staff to release for public bidding.

9. Adopt RESOLUTION NO. 22- , RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF EL CENTRO ADOPTING AN UPDATED SOCIAL MEDIA POLICY.
