Military Equipment Use Ordinance PRESENTATION: Interim Chief of Police Robert Sawyer RECOMMENDATION: Approve Ordinance NO. 22- , AN UNCODIFIED ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EL CENTRO APPROVING MILITARY EQUIPMENT USE POLICY FOR THE EL CENTRO POLICE DEPARTMENT, waive reading and approve as a first reading and authorize City Clerk to place on the next agenda for second reading and adoption.

9. Discussion and related action regarding an allocation of Measure P funds for the purpose of replacing lighting at Debbie Pittman Park and Bucklin Park. PRESENTATION: Adriana Nava, Community Services Director RECOMMENDATION: 1. Approve an allocation of $1,390,000 in Measure P funds for new lighting at Debbie Pittman Park, located at 1997 Orange Avenue. 2. Approve an allocation of $23,000 in Measure P funds for new lighting at Bucklin Park, located at 1350 South 8th Street.

10. Authorize A Grant Application for Permanent Local Housing Allocation Funds PRESENTATION: Adriana Nava, Community Services Director RECOMMENDATION: Receive information on grant opportunity and provide input on funding usage.

11. Approval of Change Order 1 to the Filter Media Replacement Project and authorize revised project budget PRESENTATION: Abraham Campos, PE - Public Works Director/City Engineer RECOMMENDATION: Approve change order 1 and approve project budget as requested from Water Enterprise Fund.

12. Approval of the Local Transportation Five Year Expenditure Plan FY23 to FY27 PRESENTATION: Abraham Campos, PE - Public Works Director/City Engineer RECOMMENDATION: Approve local transportation FY23-27 five-year expenditure plan as presented.

13.
