EXISTING LITIGATION
Upon advice of its legal counsel, the City Council will recess to closed session
pursuant to Government Code Section 54956.9(d)(1) regarding the following
existing case to which the City is a party:
Marco A. Garcia and Alicia Arroyo Garcia, United States Bankruptcy Court for
the Southern District of California, Case No. 19- 05994
ANTICIPATED LITIGATION
Significant Exposure to Litigation Against the City. A point has been reached
where, in the opinion of the City Council on the advice of its legal counsel,
based on existing facts and circumstances, there is a significant exposure to
litigation against the City. There are two claims from David Dotterer regarding
lost property.
Possible Initiation of Litigation by the City pursuant to Government Code
Section 54956.9(d)(4) 1 case: Code Enforcement regarding 463 W. Main
Street, El Centro.

THE CITY OF EL CENTRO ACCEPTING GRANT FUNDS ALLOCATED
FROM THE OFFICES OF TRAFFIC SAFETY SELECTIVE TRAFFIC
ENFORCEMENT PROGRAM.
7. Adopt Resolution No. 19- , RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF EL CENTRO ACCEPTING GRANT FUNDS FROM THE
EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT PROGRAM
FY 2019 FOR THE PURCHASE OF EQUIPMENT BY THE EL CENTRO
POLICE DEPARTMENT.
8. Adopt Resolution No. 19- , A RESOLUTION OF CITY COUNCIL OF THE
CITY OF EL CENTRO AUTHORIZING APPLICATION FOR, AND RECEIPT
OF SB2 PLANNING GRANTS PROGRAM FUNDS
9. Approval of the purchase of the Barracuda Security Program for a 5-year term
(60 months) in the amount of $140,210.14.
10. Adopt Resolution No. 19- , A RESOLUTION OF THE CITY COUNCIL OF
EL CENTRO APPROVING AN AGREEMENT WITH COOMBS SERVICE
GROUP TO PROVIDE CERTAIN EQUIPMENT FOR CLARIFIER #3 AT THE
CITY'S WASTEWATER TREATMENT PLANT
11. Adopt Resolution No. 19 - , RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF EL CENTRO AWARDING THE BID AND AUTHORIZING THE
EXECUTION OF A CONTRACT FOR THE SOUTH IMPERIAL AVENUE
WATER PIPELINE IMPROVEMENTS AND DRAINAGE PIPELINE
INSTALLATION PROJECT.
12. Adopt Resolution No. 19- , RESOLUTION OF THE CITY COUNCIL OF EL
CENTRO APPROVING AN AGREEMENT WITH PSOMAS TO PROVIDE
PROFESSIONAL SERVICES FOR THE CITY OF EL CENTRO FOR THE
SOUTHERN PUMP STATION PROJECT.
Direct City Manager and City Attorney to work with Psomas, if minor
modifications are needed to the agreement, to the satisfaction of the City
Attorney.
NEW BUSINESS
13. DISCUSSION AND NECESSARY ACTION REGARDING THE AWARD OF
BID AND AUTHORIZING THE EXECUTION OF A CONTRACT FOR THE
CARLOS AGUILAR FIELD 2 PROJECT AND RE-ALLOCATE $129,894 OF
BUCKLIN PARK PHASE II MEASURE P FUNDS FOR THE CARLOS
AGUILAR FIELD 2 PROJECT.

and re-allocate $129,894 of Bucklin Park Phase II Measure P funds for the Carlos
Aguilar Field 2 Project.
14. Discussion on establishing priorities for 2020-2021 Community Development
Block Grant Funding Cycle

Direction and/or recommendation of City Council as to what will be its priority to
fund under the Community Development Block Grant (CDBG) Program year 2020-
2021.

Review and revise the City Council norms and procedures established in
Resolution No. 13-19
16. Discussion and any necessary action regarding appointments to the Planning
Commission to fill two scheduled vacancies with terms ending October 3,
2023.
